Step 1. Wash and remove core by cutting the top off the pepper. Clean the insides of the peppers by removing all seeds. Set aside.
Step 2. Place all meats and rinsed rice in a mixing bowl.
Step 3. Finely chop the onion. Saute half the chopped onion in 2 tablespoons of oil. Add paprika and mix well. Add the other half to the meat and rice mixture.
Step 5. Add the rest of the ingredients to the meat mixture. Mix well.
Step 6. Stuff the peppers and place standing in a pot.
Step 7. Cover with water and boil on medium low heat for 1 hour until the rice is cooked. (The meat will cook faster than the rice.) Remove fat drops from water as needed.
Step 8. Add 3 tablespoon of oil to saucepan. Whisk the flour in the oil and add the tomato sauce as the flour mixture thickens. Add the salt and sugar and bring to a gentle boil.
Step 9. Remove half the water from the pot of stuffed peppers and pour the prepared tomato sauce over the peppers. Bring to a gentle boil on medium low while shaking the pot so the sauce does not stick to the bottom of the pot.
Step 10. Serve warm. Enjoy!
